  1. *: The single SEI values among the seven areas were compared using one-way ANOVA followed by the Student-Newman-Keuls (SNK) test, a post hoc test for significant differences among multiple groups. The areas between which there were no statistically significant differences were combined to form subgroups. a, b, c, and d represent different subgroups for each variable; if two or more regions are followed by the same letter, there is no significant difference between them.

  3. (2): percentage of health-services expenditure in the regional/provincial public affairs general budget (%) (mean ± SD, 1999-2008)
